How to read for comprehension

 

I spent 13 years as a Federal bureaucrat;so there’s a trick to reading everything, and it’s

1. format

2. framework (who paid for it).

3. validity of measurables against scope of claim and

4. facts vs assumptions

 

things to pay attention to are the index, or outline – headers.

summary, background, issues and conclusions… foot and end notes
