Protecting the most vulnerable towards the general threat is how to actually resolve an issue, rather than just do a patch work job of mitigating and preventing and then the being able to detect and identify in the afterwards of anything untoward.

it would have been impossible for there to have been an adult gay or lesbian celebrity in the 1990s
